The administrative system is a set of interrelated elements (structure, function and governing values) that interact with each other to achieve the political, economic and social goals of the country. In fact, the operationalization of the general policies of the administrative system requires the creation of grounds and preliminaries. And it is necessary to design native models for the management of government organizations based on the general policies of the administrative system.Based on this, after reviewing the relevant literature and extracting the main and secondary variables, using the opinions of experts to evaluate, localize and determine and explain the variables extracted by the fuzzy Delphi technique and determine the structural relationships between them using the IS technique. M and the structural equation test. The findings have shown that among the 30 local variables selected related to comprehensive quality management in the form of six main variables (commitment and support of senior management, responsibility and service delivery, training, participation, use of statistics and information and physical factors) , the commitment and support of senior management were the most effective variables, and the physical factors variable were the most effective variables هدف تحقیق حاضر ارائه مدل مدیریت کیفیت فراگیر(TQM) و تاثیر آن بر عملکرد مالی در راستای تحقق سیاست های کلی نظام اداری است. نظام اداری مجموعه ای از عناصر به هم مرتبط (ساختار، کارکرد و ارزش­های حاکم) است که برای نیل به اهداف سیاسی، اقتصادی و اجتماعی کشور باهم در تعامل هستند.در واقع عملیاتـی کـردن سیاسـتهای کلـی نظام اداری مسـتلزم ایجـاد زمینه هـا و مقدماتـی می باشد و لازم است براسـاس سیاسـتهای کلـی نظـام اداری، مدلهایـی بومـی بـرای مدیریـت سـازمانهای دولتـی طراحـی شود. بر این اساس پس از مرور ادبیات موضوعی مربوط و استخراج متغیرهای اصلی و فرعی، با استفاده از نظرات خبرگان به ارزیابی، بومی‌سازی و تعیین و تبیین متغیرهای استخراج شده بوسیله تکنیک دلفی فازی و تعیین روابط ساختاری بین آنها با استفاده از تکنیک آی اس ام و آزمون معادلات ساختاری شده است. یافته ها نشان داده‌اند که از بین 30 متغیر بومی منتخب مرتبط با مدیریت کیفیت فراگیر در قالب شش متغیر اصلی(تعهد و حمایت مدیریت ارشد، مسئولیت پذیری و خدمات رسانی، آموزش، مشارکت، به کار گیری آمار و اطلاعات و عوامل فیزیکی)، متغیر تعهد و حمایت مدیریت ارشد بعنوان اثرگذارترین، و متغیر عوامل فیزیکی، بعنوان اثرپذیرترین متغیرها بوده‌اند https://www.jmsp.ir/article_171460_53b782652202d5f9a99c3fb524375256.pdf
