شناسایی و دستهبندی معیارهایی برای تدوین سیاستهای عمومی
هدف پژوهش حاضر شناسایی معیارهایی برای تدوین سیاستهای عمومی است. تحلیلگران سیاست نقش مهمی در مرحلۀ تدوین سیاست ایفا میکنند. در این مرحله، پس از بررسی ابعاد و عوامل مشکلات سیاستی، گزینههای سیاستی و پیامدهای آنها شناسایی و مدوّن میشود و گزینههای سیاستی مناسب برای هر مشکل پیشنهاد میگردد. تدوین مناسب و دقیق سیاستهای عمومی احتمال موفقیت و اثربخشی این سیاستها را افزایش میدهد. از این رو شناخت مرحلۀ تدوین و احصای معیارهایی برای تدوین خوب سیاستهای عمومی ضروری است. در پژوهش حاضر، با استفاده از روش تحلیل مضمون و با بررسی مطالعات مربوط به تدوین سیاست، معیارهایی برای تدوین خوب سیاستها شناسایی و در پنج مضمونِ 1. معیارهای مربوط به ماهیت مسئلۀ عمومی، 2. معیارهای مربوط به عوامل مسئلۀ عمومی، 3. معیارهای مربوط به بازیگران تدوین، 4. معیارهای مربوط به راهحلهای ارائهشده، 5. معیارهای مربوط به تعیین اهداف دستهبندی شده است. این معیارها میتواند راهنمای تحلیلگران، سیاستگذاران، سازمانها و نهادهای ذیربط در تدوین سیاستهای عمومی باشد.

الزامات و ملاحظات نظارتی و کنترلی در مرحلۀ تدوین سیاستهای کلی نظام
سیاستهای کلی نظام چارچوب کلی برای جریان حکمرانی کشور در عرصههای قانونگذاری، اجرایی و نظارتی محسوب میشود. دغدغۀ اصلی در سالهای اخیر میزان و چگونگی تحقق سیاستهای کلی و نظارت بر تحقق آنها بوده است. در الگوهای فرایندیِ کنترل و نظارت بر تحقق سیاستها که مراحل قبل از اجرا (تدوین)، حین اجرا و پس از اجرا را شامل میشود، نظارت و کنترل پیشینی بهاندازۀ نظارت و ارزیابی پسینی اهمیت دارد. در مرحلۀ تدوین و سیاستگذاری، توجه به «ویژگیهای مطلوب» و «ملاحظاتِ» ضروری هر سیاست کلی از منظر تحققپذیری و نظارتپذیری، مسئلۀ اصلی این پژوهش بوده است. در تحقیق حاضر، این ویژگیها و ملاحظات با استفاده از روش تحقیق آمیخته (کمّی و کیفی) شناسایی و تبیین شد. برای تحلیل و تفسیر دادههای کیفی (مصاحبهها) از روش تحلیل مضمون و برای تحلیل دادههای مرحلۀ کمّی (پرسشنامه) از آزمونهای آماری استنباطی (معادلات ساختاری) استفاده شد. درنهایت 15 مؤلفه در بُعد «ویژگیها» و 4 مؤلفه در بُعد «ملاحظات» تدوین سیاستهای کلی، شناسایی گردید و زیرمؤلفههای هریک از آنها نیز تبیین شد.

امروزه معضل بیکاری یکی از چالشهایی است که کشور و بهتبع آن استان سیستان و بلوچستان با آن مواجه است. از سوی دیگر یکی از بخشهایی که باعث ایجاد اشتغال میشود، بخش تعاونی است. طبق سند چشمانداز 1404 و همچنین قانون برنامههای توسعۀ اقتصادی کشور، بهویژه اصل 44 قانون اساسی، بخش تعاونی یکی از پایههای نظام اقتصادی کشور قلمداد شده و از دولت خواسته شده جهت کمک به تأمین عدالت اجتماعی، کاهش فقر و محرومیت و ایجاد اشتغال، حمایتهای مورد نیاز را با افزایش سهم فعالیتهای اقتصادی بخش تعاونی انجام دهد. از این رو هدف از پژوهش حاضر بررسی اثر سرمایهگذاری بخش تعاونی بر اشتغال در مناطق مختلف استان سیستان و بلوچستان با استفاده از روش اقتصادسنجی فضایی است. در این پژوهش، از دادههای مربوط به 50 شرکت تعاونی در مناطق مختلف استان سیستان و بلوچستان طی دورة 1391 تا 1396 استفاده شده است. نتایج مدلهای اقتصادسنجی فضایی نشان داد میزان دستمزد پرداختی در بخش تعاونی بیشترین میزان اثرگذاری مستقیم بر اشتغال استان را داراست. همچنین نتایج گویای آن است که در بخش تعاونی استان میان سرمایهگذاری و اشتغال ارتباط مثبتی وجود دارد. نیز با توجه به نتایج تخمینهای مدل، متغیر شاخص قیمت رابطة مثبت و معناداری با اشتغال در بخش تعاونی استان داشته است.

ارزیابی وضعیت اجرای سیاستهای کلی جمعیت (دورۀ 1390 تا 1398 )
سیاستهای کلی جمعیت یکی از مهمترین سیاستهای کلی نظام است که در قالب 14 بند به تاریخ اردیبهشت 1393 از سوی مقام معظم رهبری ابلاغ گردید. در این سیاستهای کلی، از یک سو بر پویایی، بالندگی و جوانی جمعیت کنونی کشور بهمنزلۀ فرصت و امتیاز تأکید و تصریح شده که عامل جمعیت دارای نقش ایجابی در پیشرفت کشور است. از سوی دیگر بر جبران کاهش نرخ رشد جمعیت و نرخ باروری سالهای گذشته تأکید شده است. هدف مقالۀ حاضر ارزیابی و سنجش وضعیت اجرای سیاستهای کلی جمعیت طی دورۀ 1390 تا 1398 برپایۀ ساخت شاخص ترکیبی است. نتایج پژوهش حکایت از عدم تحقق اهداف کلان سیاستهای کلی جمعیت و روندی کاهنده در شاخص ترکیبی برآوردهشده طی دورۀ 1390 تا 1398 دارد. از این رو ضرورت دارد مسئولان کشور با جدیت به برنامهریزی و رفع موانع تحقق سیاستهای چهاردهگانه بپردازند.

انطباق راهبردهای مدیریت دانش با منابع انسانی در راستای سیاستهای علم و فناوری نظام
موضوع مقالۀ حاضر بررسی ارتباط بین راهبرد مدیریت دانش و راهبرد مدیریت منابع انسانی در شرایط مختلف فناورانه در راستای سیاستهای علم و فناوری است. این پژوهش به بررسی رابطۀ همبستگی در قالب یک پژوهش کاربردی پرداخته است. جامعۀ آماری تحقیق متشکل از 51 مدیر خبره در 17 شرکت و سازمان با فناوریهای پیشرفته و ساده بود. این تحقیق مدلی انطباقی از ارتباطات ممکن در شرکتها، بسته به نوع فناوری، ارائه نمود. یافتههای پژوهش نشان داد شرکتهای بهرهگیرنده از راهبرد کدگذاری در فناوریهای تکراری از نیروهای وظیفهمدار و با قابلیت کنترل بالا، آموزشهای القایی، ارزیابیهای کاراییمحور و پرداختهای مادی، نتیجهگرا و محرمانه استفاده میکنند؛ سازمانها و شرکتهای بهرهگیرنده از راهبرد شخصیسازی در فناوریهای غیرتکراری نیز نیروهای خلاق و تیمگرا، آموزشهای کاوشی و اکتشافی، ارزیابیهای مبتنی بر اثربخشی و پرداختهای مبتنی بر عملکرد، مهارتگرا و شفاف را بهکار میگیرند.

الزامات پیادهسازی آمایش سرزمین در فرایند مدیریت و توسعة کشور
آمایش سرزمین تصویر سرزمینی توسعه و پیشرفت بلندمدت است. درحال حاضر، سازمان برنامه و بودجه، در جایگاه متولی مطالعات آمایش سرزمین، مشغول تدوین سند ملی آمایش سرزمین است. پس از پایان تدوین این سند، اجرای آن در دستور کار نهادهای مربوط قرار خواهد گرفت. مرحلۀ پیادهسازی طرحهای کلان مرحلۀ مهمی است که عموماً با چالشهای فراوانی همراه بوده است. مسئلهای که پیش از آغاز اجرای طرح آمایش سرزمین در کشور باید مورد بررسی قرار گیرد، الزامات پیادهسازی این طرح است. بررسی اسناد و مدارک مرتبط با آمایش سرزمین در دهههای گذشته حاکی است که هنوز الگوهای مناسبی برای اجرای آمایش سرزمین در کشور وجود ندارد. در پژوهش حاضر، با صاحبنظران مرتبط با موضوع، مصاحبههای نیمهساختیافته انجام شده است. مصاحبهها با استفاده از تحلیل مضمون نظاممند شده و الگوی الزامات پیادهسازی آمایش سرزمین استخراج گردیده است. این الگو دارای 6 بُعد اصلی، 17 مؤلفه و 34 زیرمؤلفه است. ابعاد اصلی این الگو عبارتاند از: توجه به ماهیت آمایش، تدوین صحیح آمایش، مدیریت منابع انسانی، سازمان مجری توانمند، نظارت و بازخوردگیری مناسب و ملاحظۀ شرایط محیطی. با توجه به بررسیها، تدوین صحیح طرح آمایش سرزمین و مدیریت منابع انسانی بیشترین اهمیت را در پیادهسازی آمایش سرزمین دارد.

الگوی حُسن اجرای سیاستهای کلی نظام اداری با استناد به قانون خدمات کشوری
با عنایت به اهمیت مسئلۀ اجرای اثربخش سیاستهای کلان اداری، این پژوهش با هدف ارائۀ الگوی حُسن اجرای اثربخش قانون خدمات کشوری در حوزۀ منابع انسانی انجام شد. ابزار اصلی جمعآوری دادهها، یاداشتبرداری در مرحلۀ کیفی و پرسشنامه در مرحلۀ کمّی است. با تحلیل محتوای پژوهشهای انجامشده در زمینۀ اجرای خطمشی عمومی قانون خدمات کشوری، مدلی با 3 بُعد اصلی و 9 بُعد فرعی شامل فرایند (استخدام و جذب، آموزش و بهسازی، جبران خدمات)، ساختار (راهبرد و خطمشی، ساختار، منابع و زیرساختها) و عوامل زمینهای (دولت، قانونگذاران، و عوامل اجتماعی، فرهنگی، اقتصادی)، 29 مؤلفه و 108 شاخص پس از غربال طی دو راند دلفی فازی با مشارکت 11 خبرۀ مطلع و صاحبنظر در حوزۀ قانون خدمات کشوری ارائه شد. نتایج تحلیل اهمیت ـ عملکرد متغیرهای مدل حاکی از آن بود که متغیرهای سیاستزدایی محیط اجرا، ارتباطات و آزادی عمل، رعایت شایستگی، ابزارهای اجرای خطمشی، زیرساختها، جامعیت، انسجام و کفایت، بودجه، پشتیبانی مالی و اقتصادی، جذب ضابطهمند، توانمندسازی، ظرفیتهای مالی، حمایت و پشتیبانی، بازبینی و نظارت، نظامیافتگی فنی و ضمانت اجرایی در ناحیۀ ضعف (اهمیت بالا ـ عملکرد پایین) قرار دارند.

هدف این پژوهش تحلیل کارآفرینی اجتماعی در شرکتهای تعاونی در راستای سیاستهای کلی بخش اشتغال است. تحقیق حاضر از دیدگاه پارادایمشناسی اثباتگرا، بهلحاظ مخاطبشناختی کاربردی، از نظر روش پیمایشی، بهلحاظ قلمروی زمانی در حوزۀ تحقیقات مقطعی و از نظر جمعآوری دادهها نیز میدانی است. ابزار گردآوری دادهها برای اندازهگیری متغیر قابلیتهای فناوری اطلاعات، کارآفرینی اجتماعی و فرهنگ کار پرسشنامۀ استاندارد است که شامل 21 سؤال برای سنجش کل متغیرهای تحقیق است. روایی محتوا بهوسیلۀ ابزار CVRو CVI پانل خبرگان تأیید شد. روایی سازه و پایایی مدل نیز با استفاده از آلفای کرونباخ، پایایی ترکیبی و پایای اشتراکی بررسی و تأیید شد. جامعۀ آماری تحقیق مدیران بخش تعاونیهای تولیدی است که با استفاده از نرمافزار تعیین حجم نمونه G power در سطح آلفای 1/0 و توان آزمون 85/ 0 درصد، 171 نفر بهعنوان نمونۀ نهایی تحقیق مورد بررسی قرار گرفتند. بهمنظور آزمون فرضیهها از روش مدلسازی معادلات ساختاری استفاده شد. همچنین نتایج پژوهش با استفاده از نرمافزارهای SPSS (نسخۀ 24) و Smart: PLS (نسخۀ 3) مورد بررسی قرار گرفت. نتایج نشان داد قابلیت فناوری اطلاعات بر کارآفرینی اجتماعی تأثیر معناداری دارد. همچنین فرهنگ کار بر کارآفرینی اجتماعی اثربخشی معناداری داشته است. نقش تعدیلگر فرهنگ کار نیز مورد تأیید قرار گرفت.
