ارزیابی رابطه مصرف انرژی و آلودگی با رشد اقتصادی در راستای سیاستهای کلی محیط زیست
در این مطالعه سعی بر آنست که به بررسی ارتباط متقابل بین رشد اقتصادی و انتشار کربن دی اکسید و مصرف سوختهای فسیلی در کوتاه مدت و بلندمدت، بدون پیش قضاوت در مورد درون زا یا برون زا بودن هریک پرداخته شود. همچنین تأثیر سرمایه گذاری مستقیم خارجی و صادرات و واردات بر هریک از متغیرهای رشد اقتصادی، مصرف انرژی و انتشار کربن دی اکسید به تفکیک مورد بررسی قرار گرفت. بدین منظور از متغیرهای تولید ناخالص داخلی سرانه، انتشار سرانه کربن دی اکسید، سرمایهگذاری مستقیم خارجی، میزان صادرات و واردات و مصرف انرژیهای فسیلی در دورهی زمانی 1970 تا 2015 استفاده شده است. نتایج حاصل از توابع عکس العمل تحریک حاکی از وجود ارتباط دو طرفه میان هریک از متغیرهای مصرف انرژی و تولید ناخالص داخلی و انتشار کربن دی اکسید میباشد. همچنین نتایج حاصل از تجزیه واریانس حاکی از آن است که در بلندمدت از بین متغیرهای مورد بررسی، رشد اقتصادی دورهی گذشته، صادرات و سرمایه-گذاری مستقیم خارجی بیشترین تأثیر را بر تولید ناخالص داخلی دارند و رشد اقتصادی و صادرات بیشترین اثرگذاری بر میزان انتشار کربن دی اکسید را خواهند داشت.

بررسی و ارزیابی الگوی پایه اسلامی ایرانی پیشرفت
این پژوهش درپی انتشار سند و بیانیه ای تحت عنوان «سند الگوی پایه اسلامی ایرانی پیشرفت» که در بند پنجم آن از دانشگاه ها، حوزه های علمیه و صاحبنظران خواسته شده است که « این سند را عمیقاً بررسی نمایند و با ارائه پیشنهادهای مشخص برای ارتقای آن بیش از پیش در ترسیم هدف و مسیر پیشرفت کشور مشارکت جویند»، و در پاسخ به مطالبه مذکور انجام گردیده است. در این مقاله در ابتدا به بررسی نقدهایی معطوف به فرآیند تدوین سند و سپس نقدهای معطوف به نتیجه آن در سه بخش کاستی ها و نواقص پیشا تدوین الگو، اشکالات و خطاهای بوقوع پیوسته در نحوه و روند تدوین الگو و امکان پذیری اجرا وتحقق الگو پرداخته شده است. نتیجه بررسی انجام گردیده حاکی از آن است که حداقل چهل و نُه مورد کاستی ، اشکال و خطا در فرآیند تهیه و تنظیم الگو در سه مرحله مذکور رخ داده است. لذا ظاهرا سند منتشره متنی کاملا مطلوب وبی نقص نبوده و به سادگی تحقق آن امکان پذیرنمی باشد. و لازم است در فرصت دو ساله در نظر گرفته شده ، نسبت به رفع کاستی ها و نواقص و همچنین اصلاح و تکمیل الگو با استمداد از فرهیختگان و نخبگان اقدام گردد.

امنیت و توسعه؛ تاثیر گفتمانهای امنیت ملی بر برنامههای توسعه در جمهوری اسلامی ایران
امنیت و توسعه در جهان کنونی دو مقوله مهم و حیاتی برای دولتها میباشند و به همین دلیل اندیشمندان به لحاظ نظری تلاش بسیاری جهت تبیین نسبت میان آنها داشتهاند. برقراری این نسبت در کشورهای در حال توسعه مانند ایران نیز با توجه به غلبه رویکردهای امنیتی و اولویت امنیت نسبت به توسعه، با دشواریهای بیشتری همراه بوده است. با توجه به اهمیت موضوع در این پژوهش به بررسی تأثیر گفتمانهای امنیتی بر برنامههای توسعه در جمهوری اسلامی پرداختهایم. پرسش اصلی این است که گفتمانهای امنیت ملی چه تاثیری بر برنامههای توسعه در جمهوری اسلامی ایران داشتهاند؟ در پاسخ به این پرسش بر این فرضیه تأکید می شود که تضاد گفتمان امنیتی هویتگرا با گفتمان امنیتی توسعهگرا باعث عدم انسجام محتوایی و عدم دستیابی به اهداف اجرایی برنامههای توسعه در جمهوری اسلامی ایران شده است. برای آزمون این فرضیه پس از بررسی های تاریخی و نظری لازم ابتدا با بهرهگیری از روش تحلیل گفتمان دو گفتمان امنیتی هویتگرا و توسعهگرا را شناسایی کرده و نگرش آنها نسبت به امنیت و توسعه را تبیین نمودهایم. سپس با تحلیل محتوای برنامههای توسعه و در نظر داشتن عملکرد آنها نشان دادهایم که دلیل عدم دستیابی به اهداف برنامههای توسعه، تضاد میان گفتمانهای امنیتی بوده است.

بررسی موانع استقرار ماده 38 قانون مدیریت خدمات کشوری در سازمانهای دولتی
زندگی در دنیای امروز با ظهور فناوری اطلاعات ارتباطات سبب ایجاد مزیت رقابتی شده و در این میان دولت الکترونیک بارزترین نمونه آن است که سازمانها و نهادهای دولتی درصدد استفاده از آن در جهت سهولت در ارائه خدمات و کسب رضایت مشتریان هستند. علیرغم همه تلاشهای صورت گرفته در سالهای اخیر برای پیاده سازی دولت الکترونیک هنوز استقرار دولت الکترونیک با چالشها و موانع متعددی روبروست. پژوهش حاضر در راستای شناسایی موانع عدم استقرار کامل دولت الکترونیک در شهرداری تهران انجام که پس از بررسی مبانی نظری پژوهش، ده عامل موثر از تحقیقات گذشته در سازمانهای مختلف شناسایی و در شهرداری تهران بررسی شده است. پژوهش حاضر نیمه اکتشافی و فاقد فرضیه است پرسشنامه بر اساس ده سوال پژوهش، تنظیم و بین کارکنان شهرداری تهران توزیع شده که داده های بدست آمده از طریق آزمونهای)کلموگروف- اسمیرنف، تحلیل عاملی تأییدی و آزمون تی-تست(با استفاده از نرم افزارSPSS و AMOS تحلیل شده است. نتایج آزمون ضمن تأیید تأثیر تمامی ده عامل، به ترتیب عوامل انسانی، مدیریتی، محیطی، مالی، اجتماعی، فرهنگی، سازمانی، امنیتی، فنی و سیاسی بیشترین مانع در استقرار دولت الکترونیک در شهرداری تهران هستند.

آسیبشناسی جایگاه ایران در رتبهبندی جهانی شاخص انجام کسب و کار در راستای سیاستهای کلی نظام
بانک جهانی بصورت سالانه و از طریق نظرسنجی از فعالان بخش خصوصی در هر کشور، رتبهبندی تحت عنوان "انجام کسب و کار" در رابطه با بهبود فضای کسب و کار در بین 190 کشور جهان ارائه مینماید که بیانگر میزان سهولت شروع، تداوم و گسترش کسب و کار کشورها است. در سیاستهای کلی نظام از قبیل سیاستهای کلی اشتغال، سیاستهای کلی تولید ملی، حمایت از کار و سرمایه ایرانی و سیاستهایکلی برنامه ششم توسعه به بهبود اوضاع کسب و کار و ارتقاء جایگاه ایران در این شاخص تأکید شده است. در همین راستا در این مقاله با روش اسنادی و براساس گزارش انجام کسب و کار 2020 بانک جهانی به بررسی جایگاه ایران در هر کدام از زیرشاخصها و مؤلفههای آن در مقایسه با کشورهای اول جهان و منطقه در همان زیرشاخص پرداخته شده است. براساس نتایج پژوهش مشخص گردید که عمده مشکل اساسی ایران معطوف به مدت زمان و تعداد مراحل اخذ مجوزهای کسب و کار و قدرت حقوق قانونی مربوط به کسب و کار است. براساس نتایج پژوهش راهکارهای پیشنهادی در دو محور کاهش بروکراسی اداری و تغییرات قانونی ارائه شده است.

مطالعه تطبیقی آموزش کارآفرینی مقطع ابتدایی در کشورهای منتخب و ارائه الگو برای ایران
آموزش کارآفرینی در سنین کودکی موجب تشویق کودکان به انتخاب کارآفرینی به عنوان گزینه شغلی خواهد بود و کلید رسیدن به توسعه فرهنگ کارآفرینی و برخورداری از نسل آینده کارآفرین خواهد بود. آموزش های نادرست سبب کم رنگ شدن ویژگی های کارآفرینی در این سنین می شود. لذا الگو برداری از کشورهای پیشرو در امر آموزش کارآفرینی کودکان بسیار کمک کننده است. هدف اصلی مقاله بررسی هدف، محتوا و روش تدریس کارآفرینی در مقطع ابتدایی در کشورهای منتخب و ارائه الگو برای ایران است که با روش تطبیقی و با استفاده الگوی بردی در کشورهای منتخب انجام شد. جامعه آماری تحقیق کشورهای پیشرو در حوزه آموزش کارآفرینی می باشند. نمونه مورد مطالعه به صورت هدفمند شامل کشورهای با نرخ بالای آموزش کارآفرینی در گزارش دیده بان جهانی کارآفرینی سال 2014 و دارای گزارش های مدون و در دسترس در حوزه آموزش های کارآفرینی بودند. این کشورها عبارتند از: آمریکا، نروژ و پرتغال. با بررسی و مطالعه برنامه کشور های منتخب، الگوی برنامه آموزش کارآفرینی مقطع ابتدایی برای ایران نیز ارائه شد. یافته های تحقیق در تدوین برنامه آموزش کارآفرینی مناسب کودکان به سیاست گذاران حوزه آموزش کشور و برنامه ریزان تالیف کتب درسی کمک می رساند.

رابطه بین تحصیلات زنان ورشد اقتصادی مطالعه موردی (کشورهای منتخب اسلامی)
آموزشو پرورش به عنوان یکی از ارکان اساسی دستیابی به توسعه اقتصادی که باعث شکوفایی استعدادها و ارتقای کیفیت نیروی انسانی میگردد، از اهمیت ویژهای برخوردار است. در مقابل تبعیض جنسیتی در برخورداری از آموزشو پرورش میتواند مانعی جدی در دستیابی جوامع به رشد وتوسعه اقتصادی باشد. براین اساس میتوان مطالعه در مورد تحصیلات زنان و نقش آن در توسعه اقتصادی را از همین دیدگاه مورد توجه قرارداد. این پژوهش به تحلیل و بررسی نقش تحصیلات زنان در رشد اقتصادی در 13کشور منتخب اسلامی شامل ایران، ترکیه، اندونزی، پاکستان، قطر، الجزایر، لبنان، مصر، مراکش، تاجیکستان، بنگلادش، عربستان سعودی و قرقیزستان در فاصله سالهای (2014-2000) با استفاده از مدل پانل دیتای پویا و روشهای تخمین حداقل مربعات اصلاحشده (FMOLS) و حداقل مربعات پویا (DOLS) پرداخته است. معیار ما برای انتخاب این کشورها در دسترس بودن داده های آماری آنها بوده است. با توجه به نتایج بدست آمده مشاهده می شود تحصیلات زنان اثر مثبت و معناداری بر رشد تولید ناخالص داخلی در این کشورها داشته است. لذا با توجه به توصیف نظری و آماری صورت گرفته در این مطالعه، لازم است در این کشورها با اتخاذ سیاستهای مناسب جهت توسعه علمی به منظور رشد اقتصادی، سرمایهگذاری های متناسب در زمینه آموزش زنان صورت پذیرد.

رابطه متقابل مدیریت استراتژیک با گردشگری در عصر جهانی شدن
امروزه در جهان برای توسعه صنعت گردشگری برنامهریزی استراتژیک گردشگری امری غیرقابل انکار است. اجرای استراتژی توسعه برای گردشگری بوسیله عملکرد مدیریت استراتژیک گردشگری تعیین میشود. مدیریت استراتژیک یک فرایند فعال دستیابی به سازگاری بلندمدت در زمینه مربوطه در برنامه-ریزی محیط گردشگری میباشد.مدیریت استراتژیک اساساً دارای تمام ویژگیهای لازمی میباشد که وعده کارایی و اثربخشی در دستیابی به اهداف توسعه گردشگری را میدهد.این پژوهش با روش توصیفی – تحلیلی ضمن تحلیل وضعیت کنونی گردشگری ایران، به شکل و وضعیت گردشگری در عصر جهانی شدن میپردازد.با بیان اینکه با استفاده از مدیریت استراتژیک میتوان قدمهای بهتری برای آینده صنعت گردشگری برداشت و با اتکاء به ظرفیتها، قابلیتها و نقاط قوت، می توان با بینش بهتری به آینده نگریست. نتایج تحقیق حاکی از آن است که دولت باید زمینه سرمایه گذاری بخش خصوصی و سرمایه گذاران خارجی در توسعه زیرساخت های گردشگری را فراهم ساخته و امنیت لازم را برای مسافران خارجی مهیا سازد و زمینه ورود آسانتر آنها به کشور را فراهم کند. در پایان به ارائه راهکارهایی برای توسعه گردشگری در آینده یا عصر جهانی شده اقدام گردیده است.
