Generally, considering higher education as an investment and development of educational systems on the one hand and increasing the share of education in GDP and the national budget, on the other hand, has attracted the attention of economists and planners to evaluate the effectiveness of investment in education. One of the most effective techniques in this field is Cost - Benefit Analysis (CBA) that by using it planners can decide on the allocation of resources to different levels of higher education. In this study, based on cost - benefit analysis to estimate the private and social rates of return to higher education in the humanities. For this purpose, two ex-ant and ex-post implementation methods have been used. In the ex-ante method using data collected about the expected income of undergraduate, Master's and Doctorate students of humanities in Tabriz University expected a private rate of return to education is estimated. Also, in the ex-post method, using the data collected from state employees with a degree in Humanities group, achieved private rates of return is calculated. At the end, the social rate of return for bachelor, master, and doctorate are calculated. Based on the results the rate of return is negative in all three levels. This indicates the lack of an appropriate return on human capital in the country.}, keywords = {cost - benefit analysis,Higher education,Personal return,Social return}, title_fa = {تحلیل هزینه- فایده آموزش عالی در گروه علوم انسانی}, abstract_fa = {گرایش جهانی به سمت اقتصاد دانش محور در دهه‌های اخیر، سرمایه انسانی و نیروی کار مؤثر را به یکی از اصلی‌ترین متغیرهای مدل‌های رشد تبدیل نموده و باعث افزایش تمایل دولت­ها و افراد به سرمایه­گذاری درآموزش عالی شده است. به طور کلی، تلقی نمودن آموزش عالی به عنوان نوعی سرمایه­گذاری و گسترش و توسعه نظام‌های آموزشی از یک سو و رشد فزاینده سهم آموزش از تولید ناخالص ملی و بودجه کشور از سوی دیگر، توجه اقتصاددانان و برنامه‌ریزان را به بررسی میزان اثربخشی فعالیت‌های آموزشی معطوف ساخته است. یکی از تکنیک‌های مؤثر در این زمینه تحلیل هزینه – فایده است که براساس آن برنامه­ریزان می­توانند در مورد تخصیص منابع به آموزش عالی در سطوح مختلف تصمیم­گیری کنند. در این مطالعه بر اساس روش هزینه-فایده به برآورد نرخ بازده خصوصی و اجتماعی آموزش عالی در گروه علوم انسانی پرداخته شده است. برای این منظور از دو روش پیش از اجرا و پس از اجرا استفاده گردیده است. در روش پیش از اجرا با استفاده از اطلاعات جمع­آوری شده از درآمد انتظاری دانشجویان کارشناسی، کارشناسی ارشد و دکترای گروه علوم انسانی دانشگاه تبریز به برآورد نرخ بازده خصوصی انتظاری مبادرت شده است. همچنین در روش پس از اجرا بر اساس اطلاعات جمع­آوری شده از کارمندان دولتی با مدرک تحصیلی گروه علوم انسانی، میزان نرخ بازده خصوصی تحقق یافته محاسبه ‌شده است. در انتها و با محاسبه نرخ بازده اجتماعی برای دوره­های کارشناسی، کارشناسی ارشد و دکترا این نتیجه حاصل شده که نرخ بازده در هر سه سطح منفی است. این امر نشان دهنده عدم بازده مناسب سرمایه­های انسانی در کشور است.}, keywords_fa = {تحلیل هزینه – فایده,تحصیلات تکمیلی,‌ بازده فردی,بازده اجتماعی}, url = {https://www.jmsp.ir/article_47930.html}, eprint = {https://www.jmsp.ir/article_47930_a29682f4d83b0a94c41750082d21f554.pdf} }
