The main goal of this study is to examine the pathology of national economy from the perspective of resistance economy in three fields of export and import diversification and smuggling. The evidences for Iran’s economy show that export and import diversification has reduced, so that the share of import from China and Emirate in 2014 was 47 percent and share of oil-related goods in Iran’s export was 45 percent. The estimated import smuggling by second analysis in 2014 is 27 billion dollars and total smuggling by MIMIC model is 25 billion dollars. Therefor rising smuggling and instability of foreign exchange income are the main obstacles for the resistance economy to be come true. Export and import diversification, reducing the profit in non-value added markets, improving the moral of sacrifice, improving the relationship between university and industry and creating relative advantage in industrial export are the optimal policies to reduce vulnerability of economy.

In this study, taking into account the general policies of resistance economy and considering existing literature on economic resistance, indicators for measuring Iran's economic resistance are presented. The first index is based on global statistical resources and in the period 2011 to 2014 for 140 different countries with annual frequency, and aims to observe the status of Iran among the countries of the world in terms of economic resistance and its determinative components. Another indicator is only available for Iran, and it is seasonally estimated, with the aim of providing a suitable timeline to allow the observation of the index of economic resistance at a given time interval of three months. Since the access restriction to various statistics makes the selection of variables more complicated for seasonal frequency, the seasonal economic strength index for Iran is based on more limited variables, from 1380 (2001) to the first season of 1394 (2015).

Resistive Economy is one of the vital and important concepts in Iran which has been considers as a golden economic key under resitrictions and economic sanctions to improve chiefly the economic infrastructures. Investigation of the resistive economic patterns in the world can help an economy to imply this kind of economy, efficiently. Hence, the main purpose of this paper is to theoretically investigate the concept and characters of the Russian Resistive Economy and compare it to the resistive economy in Iran as well. The Russian Resistive Economy (RRE) has been introduced to lower the negative effects of the West 2014-sanctions against Russia. The findings of this study express some similarities and dissimilarities between the resistive economy in Iran and Russia. Both of them consider the resistive economy as a good way to enhance the local economy. The main differences are the purpose of using this economy and also the combination of the resistive economy with the Islamic economic principles in Iran.

In spite of the various economic problems facing the country that led to unemployment and low income, on the other hand, in the context of the concept of a resilient economy, one has to overcome economic problems. Resistent economic policies require alternatives to oil. In this regard, one of the sectors that is capable of replacing oil revenue is tourism. Regarding the current status of tourism in the country, it can be stated that tourism in the country due to high capacity has not been developed to the appropriate development. The small contribution of tourism to gross domestic product, low foreign exchange rates in the foreign tourism sector, and low employment rates in the tourism sector are evidenced by this claim. The realization of a resistance economy in the tourism sector requires the development of coherent and consistent policies in line with resistance policies. The purpose of this research is to study the policies of the resistance economy as well as the macro policies of the tourism sector. By studying the macro policies of the tourism sector, weaknesses identified for the realization of the resistance economy were identified and a model for tourism policy was presented. Given the pattern, the government needs to adopt geographic, entrepreneurial and job creation policies, investment and marketing for tourism development, so that the tourism sector can move in the direction of development.

In a world where communications, complexities and pace of change are on the rise, economic and social systems are faced with external and external threats that have low predictive capabilities and human knowledge about their effects and consequences is a little. The best way to deal with these risks is to promote national resilience and reduce vulnerability.In this approach, it is a resilient society that can absorb temporary or permanent risks and adapt itself to rapidly changing circumstances without losing its stability and function.In addition to facing economic and natural crises, the Iranian economy is subject to the sanctions and economic pressures of the opposing powers of Iran, while competing with the countries of the region and large economies against the Iranian economy. Therefore, redefinition of resistance economy is necessary considering the economic structure of Iran and due to the concepts of resilience and vulnerability.In this article, a variety of vulnerability and resilience patterns are reviwed to compare the concepts of resistance economy and austerity. Also, the most important challenges and economic resistance strategies are proposed, including strengthening of the economic infrastructure, strengthening of the environmental infrastructure, strengthening of the infrastructure of governance, strengthening of the basic infrastructure and strengthening of social infrastructure.

Today, the design and creation of a resilient supply chain have be-come a major concern for organizations. They attempt to evaluate their supply chain by creating indicators such as the influence of changes, the return to the previous state after facing change and the needed time to recover the changes, and using these indicators to increase their supply chain resiliency. In some country such as Iran other indicators should be considered to evaluate the supply chain such as resilient economy direc-tions. In this paper, we try to provide the Indicators related to resistance economy for supplier selection in a supply chain. The obtained indica-tors can be used for supplier selection and assessment in sanction cir-cumstances. A case study has been proposed to show the effectiveness and efficiency of proposed indicators. A real organization (Iran Argham) have been investigated to implement the proposed framework and select the best supplier for a strategic partnership.

Role of Three Powers Implementing Resistance Economy Policy with New Public Management Approach

The present research aims to deal with the role of the trio as the ruling institutions in the implementation of the resistance economy policy. In order to analyze and screen the role of the trio for deploying the resistance economy policy, the new public management approach has been applied and through benefitting from this approach some of whose examples are seen in the country public affairs management, the researcher intends to pave the ground for implementing the resistance economy policy as a fundamental strategy in the society public affairs' management. The fact is that in managing the country public affairs, we witness a sort of impaired coordination between the three powers that in this case, to implement the policy of resistance economy will be uncertain and in order to optimally implement this policy, a systemic approach should be established between the three powers. Despite the discussion on coordination among the trio being particularly significant, so far no serious efforts have been taken to remove the obstacles of coordination among the trio while to deploy the policy of resistance economy extremely requires the coordination of the trio so that in the present research, the role of the trio in implementing the policy of the resistance economy is examined and analyzed.

Quality of products is one of the most important factors in economic growth because it increases public confidence in domestic goods. If the domestic product fails to meet the quality objectives of the people, it will be eliminated from the consumer basket of consumption. In this research, the role of the quality of domestic products in resistance economy are discussed. Using literature reviews and reviewing the background and views of experts, 20 factors were identified as the ultimate determinants of quality, as well as 6 principles of the principles of resistance economics as quality-related principles. By examining these six principles, in terms of strengths of researcher, 14 components were extracted as components of the condition of the resistance economy. Using the views of quality experts and resilient economics, the relationships between these factors and components were investigated, which led to the development of a conceptual model. In the following, using the technique of Interpretative Ranking Process, 20 factors influencing the quality of petrochemical industry products were prioritized.
